Attention Cagney, Shirley & Shadwell Residents,  

On December 15th, 2021, we will be upgrading & replacing the cluster mailboxes along Shirley Square SE.  

The new boxes will be for the residents on Shirley Square, Cagney Terrace, and Shadwell Terrace. 

In order to access your new mailbox, you will need to obtain your new mailbox keys.  

Volunteers from the community will be attempting to deliver your new mailbox keys to your door during the week of December 6th – December 10th , in the evenings between 5 and 7 p.m.  

If you hear a knock on your door it is likely a volunteer attempting to deliver your new keys.  

If we are unable to reach you (door-to-door) mailbox keys will be available for pickup at the Sequoia Management offices located at 13998 Parkeast Circle, Chantilly, VA 20151, beginning December 13, 2021.  Please contact Morgan Weedon to schedule an appointment to obtain your keys at [email protected].  If you schedule an appointment to come into the Sequoia offices, please bring some form of identification to confirm your mailing address.  

IMPORTANT NOTES: 

1)      SOME CUSTOMERS MAY END UP WITH A CHANGE IN THEIR MAIL SLOT NUMBER.  

For example, if you were previously Slot 4 on your old mailbox, you may be slot 9 in your new mailbox. This information will be on the envelope that your new keys come in. This will only affect some customers, most customers will retain the same mail slot. 

 

2)      For the customers who currently collect mail from the boxes located at 201 Shirley Square, [(there are (2) 12-unit mailboxes here), 201 – 235 Shirley Square ODDS and 202 – 212 Shirley Square EVENS], these mailboxes will be flipped. So, if you were previously in the left box, you will now be in the right box. 
 

3)      ALL mail will be removed from the current boxes on December 14, 2021 by the post office and will be returned with normal mail delivery services resuming on December 16, 2021. 

Lastly, please note, these are brand-new keys, and brand-new locks. These locks can be a little more finicky at first, until there is some wear to the key and lock. All the keys have been tested, so please double check your slot number and attempt to access your mailbox again before contacting us. Additionally, please be sure not to attempt to use your old keys in the new box, or your new keys in your old box!

Attention Residents,

It has recently been noted that there are excessive amounts of trash and dumping throughout the community. Please remember to dispose of your trash and recycling properly and be sure to secure your trash/recycling bins. As a reminder, Monday is yard waste pick up and Friday’s are trash and recycling. If you have large items that need to be picked up (BULK ITEMS), please call the Town of Leesburg at 703-777-2420 to schedule a bulk pick up or visit their website at Bulk and Oversized Item Collection.

East Stratford C&D Residents,

Please be advised that beginning in July 2020 the East Stratford C&D Architectural review process will NO longer be done via email. Meetings will be held on the 2nd Wednesday, monthly beginning at 7 PM.

All ARC meetings will be open to the membership and held in a public location OR via ZOOM while the State of Emergency is in place.

The first meeting is scheduled for July 8,2020.

Applications are required to be submitted at least 7 days prior to the meeting in order to be included in that months review package, otherwise your application will be reviewed at the next monthly meeting. Please plan accordingly for any projects you may have.

The Board of Directors is keeping a close eye on updates from local government, county departments, the pool company, and our legal representation related to the upcoming pool season. Governor Northam has recently announced that Loudoun County will not be reopening for Phase 1 until at least May 28th. Pools that open in Phase 1 are restricted to less than 10 individuals, no tables or chairs are available for use, and individuals in the pool are limited to swimming laps.

The Board of Directors is continuing to move forward and to carefully prepare for a pool season that follows the guidance of state and local authorities. We will continue to update East Stratford residents with the latest information as it becomes available. We also recommend that homeowners continue to submit pool pass forms and review the pool rules to ensure they are ready for the pool season.

UPDATE: You can now submit your pool pass forms online, please visit eaststratfordhoa.com/poolreg to register for pool passes/stickers.

**Note if you have already submitted your application you do not need to resubmit online.**

In order to assist with practicing social distancing, the path around the lake will have signs in place that limit the walking path to ONE-WAY (clockwise). We appreciate your cooperation in walking one-way 🙂

Spring Architectural Annual Inspections:

Please take note that Sequoia Management will begin the Annual Architectural Inspections in early April 2020. Please make sure to address any exterior items that may need attention in order to avoid receiving a violation notice.  Some common items we look for are posted below. Please note this list is not all inclusive and additional items may be cited if they are not in compliance with the Communities Architectural Standards.

Lawn Maintenance (See attached lawn maintenance tips): Overgrown lawns, weeds in lawns and landscape beds, dead or dying bushes, trees, and plants.

Paint: Chipping, peeling, bubbling or fading of paint on trim, shutters and front doors.

Miscellaneous Items: Public view storage of trash cans, recycling bins and miscellaneous items such as newspapers, garden tools, children’s toys, etc.

Repairs: Items in need of repair such as removal of mold/dirt from roof; rotted wood trim; broken fences, gates or boards; missing or damaged shutters; etc.

Maintenance: Items in need of maintenance such as yard work, deck and fence stain, cleaning of steps, fences, mailboxes etc.

If you are needing guidance on how to keep your lawn maintained, you may also contact the Loudoun County Garden Master at (703) 771-5150. They will be able to answer any questions you may have and provide suggestions to keep your property looking beautiful!

Spring Projects –Get Your Architectural Applications In:

As a friendly reminder, any exterior modifications made to your home or lot require approval from the Architectural Review Board before construction or installation. This includes decks, patios, fences, and large recreational play equipment (such as swing sets and trampolines). If you have already constructed or installed one of these items and did not receive approval, you must still submit an architectural application to the HOA for approval. Failure to do so will likely result in complications when you choose to sell your property. Please reference the Architectural Design Standards and Maintenance Standards for more information on lot maintenance and the application process.

Attention Homeowners! 

Due to past shortfalls with achieving quorum and in an attempt to make it convenient for residents to attend the Annual Meeting, the Board of Directors for all three East Stratford Associations have voted to hold the 2020 Annual Meeting of each Association on the same night, March 4, 2020, at staggered times. Below please find and read the narratives relating to each Association to which you belong for attendance at the Annual Meeting. 

6 PM – East Stratford Phase C&D Homeowners Association, Inc.

Registration for the 2020 Annual Meeting for the C&D Association will begin promptly at 6 PM. Call To Order for this meeting will be at 6:15 PM. Pursuant to the 2015 amended Bylaws of the Association, East Stratford Phase C&D must reach a quorum of 10% (17 homes) in order to hold this meeting.  

6:35 PM – East Stratford Residential Community Association, Inc.

Registration for the 2020 Annual Meeting for the Residential Community Association will begin promptly at 6:35 PM. Call To Order for this meeting will be at 6:45 PM.

** Please be advised that there is an additional open seat on the Residential Board of Directors that will be appointed by the Board.  This is a 2 year term, beginning 2020 and ending in 2022.  If you are interested in serving please contact Shannon Cook.**

Not able to attend?

The Board understands and accepts that not everyone will be able to attend this meeting; therefore, if you cannot attend this meeting, PLEASE fill out the proxy form and email to Shannon Cook as soon as possible, but no later than 5 PM. on March 3, 2020.

*Please note that such proxy shall be deemed revoked only upon actual attendance by the person submitting the proxy.

We appreciate your cooperation in this mutual effort to ensure that quorum is achieved in all East Stratford annual meetings this year.

Attention Homeowners:

At the East Stratford Residential Board of Directors meeting held on November 13, 2018, the Board of Directors voted to pass Policy Resolution 2018-01 for Non-Resident Annual Pool Memberships. Please see the below link to view the document.

The Board affirmed the previously approved non-resident annual pool memberships and have increased the total of outside memberships to 16 per swim season; to include 6 single-person memberships and 10 family memberships.

Attention A&B Homeowners:

Please be reminded that the new parking policy rules are effective beginning Monday, August 20, 2018. The policies affect all parking in unmarked/open spaces by residents and their guests.

Please see the Parking Rules – Amendment Summary below:

  • Each townhome in Section A has received 2 hang tags. These hang tags only need to be used when a resident or visitor is parked in an unmarked (not numbered) parking space between 12:00 AM (midnight) – 6:00 AM.
  • Any vehicle parked in an unmarked (not numbered) parking space between 12:00 AM (midnight) – 6:00 AM must display a hang tag on the rear-view mirror. The hang tag must be visible and verifiable by looking through the front windshield.
  • Any vehicle parked in an unmarked (not numbered) parking space without a verifiable hang tag is subject to towing, without further notice, 7 days per week.
  • Both residents and visitors of residents are required to abide by these parking rules.
  • Having a hang tag does not guarantee you a parking space, but it does authorize that vehicle to park within the townhome section if the tag is displayed correctly.
  • Unmarked (not numbered) parking spaces are available on a first come, first serve basis.
  • Hang tags are non-transferable and not meant to be sold, rented, transferred or shared with neighbors.
  • Replacement hang tags cost $10 each. Please contact Sequoia Management immediately if your hang tag is lost or stolen, as the status of the tag and serial number correlated with your property must be updated.
  • The Board of Directors recommends locking all vehicles for general safety as well as to prevent theft of hang tags.
    Vehicles blocking or impeding pedestrian access to sidewalks is a violation of the Loudoun County public safety rules.
  • The regulations that exist for residents to acquire and use numbered spaces remains the same, and are listed in the Resolution. Vehicles parked in numbered spots with owner permission do not require hang tags.
  • Please note, that while the new parking policy goes into effect today, the Board of Directors and Management have established a 30-day grace period of enforcement of these regulations. During the grace period warning stickers will be placed on vehicles in violation of policies.

Towing of vehicles in violation of policies are effective beginning Tuesday, September 18, 2018.
