Trash and Recycling Procedures
Recently, we’ve noticed an increase in trash and bulk items being placed out improperly or without scheduling a pickup. Please review the Town of Leesburg’s guidelines for trash and recycling services here.
A few key reminders:
  • Trash should be placed curbside after 4:00 PM the day before pickup and before 4 AM the day of pickup.
    • Residents who place trash out after this time may be missed during collection.
    • If your trash is missed due to a late set-out, the collector will not return to pick it up.
  • Trash containers must be removed from the curbline within 12 hours of collection.
  • Containers must be stored behind the front line of the building and not left on the curb, sidewalk, or other public areas.
  • Do not mix hazardous household waste, recycling, or yard waste with your regular trash—these must be disposed of separately and appropriately.
  • Cardboard boxes and packing paper (no Styrofoam peanuts or bubble wrap) should be flattened or broken down and placed at the curb for recycling pickup.
  • Bulk or oversized items (furniture, appliances, or large household items) are not collected on regular trash days and must be scheduled for special pickup through the Town.
    • Please note that bulky items not collected with regular trash are not considered a missed pickup, and the Town will not send collectors back for these items.
  • Cooking oil in gallon or larger containers should not be placed in large quantities with regular trash, as the containers can rupture and spill.
    • Small, sealed containers are acceptable.
  • The Town does not have trash drop-off locations. For disposal needs, residents may use the Loudoun County Landfill, which accepts household waste for a nominal fee. For more information, call 703-771-5500.
Following these guidelines helps ensure smooth collection service and keeps our community looking neat and well-maintained.
 
Vandalism Reports
The Association has received reports of children tampering with and vandalizing the shared “cluster” mailboxes located in the townhome sections of the community. Please remind all occupants of your household that this behavior is both unacceptable and illegal. Such actions can result in costly repairs for the Association and may disrupt mail delivery for affected homeowners. We appreciate your cooperation in helping to maintain the safety and integrity of our community property.
 
Commercial Signage Reminder
Please remember that commercial or advertising signs are not permitted on your lot or in common areas, including near the clubhouse, playgrounds, or entrances. Unauthorized signs will be removed to maintain the community’s appearance and uniformity.
 
Residential November Board Meeting – Rescheduled
Please note that the next East Stratford Residential Board meeting has been rescheduled to Wednesday, November 6th. The meeting begins at 6:30 PM & will be held via ZOOM. 

We encourage all residents to attend and stay involved in community updates and decisions. Meeting details and login information will be shared closer to the date.

After 24 wonderful years at Parkeast Circle, we are excited to announce that Sequoia Management Company will relocate our corporate office to a new, modern facility just a half mile from our existing location.

Dear Residents,

We would like to inform you about the upcoming application period for the Residential Quarterly Rental Parking Program. Each quarter, the HOA Board of Directors allocates up to 15 visitor parking spaces within Section C of the community (Baish, Rusert, and Ebaugh Drives – the townhomes) for rental by homeowners in good standing.

4th Quarter 2025 Details:

  • Rental Period: October 1- December 31, 2025
  • Application Deadline: September 15, 2025
  • Rental Fee: $150.00 (in addition to regular HOA dues)
  • Limit: One (1) rental space per household

If you are already enrolled in the program, you do not need to reapply unless your information has changed, or you wish to withdraw from the program. If you are no longer interested in participating, please notify us, as spaces are limited.

Program Overview:

  • Participants receive a hangtag valid for one quarter.
  • Hangtags must be clearly visible on the rearview mirror.
  • Valid hangtags protect vehicles from being towed when parked in any available visitor space within Section C.
  • No specific spaces are assigned; parking is first-come, first-served.
  • Rental fees are due with your quarterly HOA dues.

Important Notes:

  • The Board has unanimously voted to maintain the rental fee at $150 for the 4th quarter.
  • If applications exceed the 15 allocated spaces, the Board may adjust the fee in future quarters and notify all applicants.
  • The number of spaces allocated may also be reevaluated in response to community needs.
  • Only current-quarter hangtags are valid; using an outdated hangtag may result in towing.

This program does not affect existing HOA parking rules. All regulations, including those related to driveway parking and sidewalk obstruction, remain in full effect.

How to Apply:
To apply for a rental space for the 4th quarter of 2025, submit your completed application no later than September 15, 2025.

Dear East Stratford Community,

Spotted LanternflyLast March, the Landscape Committee hosted a Scrape for the Grape event to remove invasive spotted lanternfly eggs from the tree of heaven throughout the common areas (Phase I). Volunteers not only destroyed over 110,000 eggs, but they also marked over 150 small trees of heaven with ribbons along the fence line behind Shirley Square.

Phase II: In the next few weeks, trained volunteers from the Landscape Committee will be applying herbicide to these marked trees using the basal bark method. They will be wearing yellow vests, carrying sprayers and cardboard to apply herbicide only to the tree trunks.

Phase III:  Will target large tree of heaven, provided that grant funding by the county is available.

Dear Residents,

The Town of Leesburg has informed us that their contractor, Arbogast Lawn & Tree, will conduct easement clearing within the East Stratford community.

Here is a map outlining the designated area in PINK that is scheduled for clearing. Work is expected to begin Tuesday, August 26, and continue through Wednesday, September 10. They cannot confirm the exact day the property will be impacted, as the schedule will depend on progress in other areas of town.

Please note that the clearing will only cover the small area where the trees are located. Crews will remove brush and trees from the top of the infrastructure to ensure proper access and maintenance.

Work hours are typically 8 AM to 5 PM, and you can expect some noise during this time, mainly from a chipper and chainsaws.

Attention East Stratford Residents:

Please be advised that TruGreen will be on site to complete the flea/tick application for all common areas on Tuesday, July 1, or Wednesday, July 2, 2025, weather permitting.

Please note that we recommend staying off the grass for at least one hour after the application to allow it to dry correctly and ensure effectiveness.

Please be advised the parking lot stenciling project scheduled for Tuesday, June 17th (YELLOW) & Wednesday, June 18th (PINK) are being postponed to the rain dates as noted below.

The work planned for Thursday, June 19th (GREEN) is still scheduled as planned, however, depending on weather this may also be postponed to the rain date.

Trash Collection Days & Times:

  • Trash & Recycling are serviced on Friday
  • All bulk item collections must be scheduled by calling Patriot at 703-771-6677 or by emailing [email protected]
  • Trash should be placed curbside before 6:00 AM on the day of pickup.
  • Trash placed out after this window may be missed, and the collection crew will not return for late setouts.
  • Containers must be removed from the curb within 12 hours of collection.
  • Trash and recycling containers should not be stored on the curb, sidewalk, or other public areas.
  • Please remember to properly secure trash & place all trash and recycling inside the appropriate bins—loose bags or items should not be left directly on the curb. This helps keep our neighborhood clean, prevents litter, and ensures efficient collection.

Dear East Stratford C&D Residents,

I hope this email finds you well.

The East Stratford C&D HOA Board of Directors is continuing the Quarterly Rental Parking Program for the 2nd quarter of 2025 (April-June). Each quarter, the Board allocates a limited number of visitor spaces within Section C (townhomes on Baish, Rusert, and Ebaugh Drives) for rental by homeowners in good standing.

If you are interested in securing a rental parking space, please submit your application by March 20. If you are already enrolled in the program, you do not need to reapply—your previous application will automatically be resubmitted unless you notify us otherwise. If you currently rent a space and no longer wish to participate, please let us know, as spaces are limited.

Program Details

  • A maximum of 15 visitor parking spaces will be available for rental.
  • The rental fee remains $150 per quarter, and regular HOA dues.
  • If demand exceeds 15 spaces, the Board may consider adjusting the fee for future quarters.
  • Each participating homeowner will receive one (1) hangtag valid for the quarter, allowing parking in any open visitor space.
  • The hangtag must be visible to prevent towing and is transferable between the homeowner’s vehicles and guests.
  • New hangtags will be issued each quarter—please ensure you use the correct hangtag for the current quarter to avoid towing.

Application & Payment Process

  • Rental fees are due at the same time as quarterly HOA dues.
  • Homeowners may apply for one (1) rental space per household each quarter.
  • Spaces are not assigned, and parking is available in any open visitor spot.
  • Future rental fees may be adjusted based on demand and program participation.

Important Reminder: This program does not impact existing HOA parking rules, including regulations on second cars in driveways that block sidewalks. All current HOA parking policies will continue to be enforced.
