Attention All East Stratford C&D residents,
 

Recently, the association has seen an increase in commercial vehicle storage within the community and has begun receiving increased complaints.

As you are aware, commercial vehicles are not permitted within the community per the Association’s Declaration, Section 8.2 (O) as well as the Parking Resolution which state:

Except in connection with construction activities, no commercial vehicles (vehicles in which commercial lettering or equipment is visible or which are larger than normally used for non-commercial purposes) or trailers, campers, recreational vehicles, boats or other large vehicles, including grounds maintenance equipment, ATV’s or dune buggies may be parked or used on any portion of the common area or on any portion of a lot visible from the common area or on another lot or on any public right of way within or adjacent to the property unless expressly permitted by the Board of Directors and then only in such parking areas or for such time periods (if any) as may be designated for such purposes by the Board of Directors. Parking of all such vehicles and related equipment, other than on a temporary and non-recurring basis, shall be in garages or in areas designated by the Board of Directors, if any.

The East Stratford C&D Board has asked that a reminder email be sent out to assure homeowners, residents and their guests are aware that any commercial vehicle parked within the community may be subject to towing without further notice after 7 PM. Beginning September 25, 2023, the association will begin towing all commercial vehicles that are in violation and parked overnight.

We encourage you to remind your guests of these rules as well and assure that if you are parking a commercial vehicle in the community, it is stored in your garage.

Vehicle Break Ins/Tampering – Community Safety Tips

We were made aware that there has been vehicle break ins/tampering within the community on August 31, 2023, specifically on Burnell Place & Baish Drive. Reports have already been filed with the police.

Remember, if you see something of this nature or anything suspicious, please call the Leesburg Police non-emergency line at 703-771-4500 and request to speak to an officer. An officer will respond if you request it and evaluate the situation. If a report is needed, the officer will take the report and provide a case number.

The Leesburg Police have passed along a few safety reminders for the community:

  • Keep your vehicles locked.
  • Verify that all exterior lights are functioning properly.
  • Ensure the cameras on your property are in working order.

Remember, if you see something, say something.

C &D Board Meeting Updates:

The next East Stratford C & Board of Directors meeting will be held In-person November 6, 2023, at 6:30 PM at the Community Clubhouse. Located at 301 Whipp Drive Se, Leesburg, VA 20175.

We encourage all residents to attend!

Lawn Maintenance Reminder:

Concerns were recently raised about lawn maintenance in the C & D section of the community. Please make sure to upkeep your lawn by:

  • Regular mowing of front and rear lawns (i.e. a minimum length of 2 inches and a maximum length of 6 inches, removal and maintaining removal of weeds, etc.)
  • Edging of all areas of the yard that are a part of the regular mowing (i.e. perimeter of house, around the perimeter of all landscaped beds, along and in between fence lines, etc.)
  • The presence of weeds in the lawns (i.e. all weeds in the yard, to include, but is not limited to, dandelions, crabgrass, clovers, etc.), that must be removed at all times.

The Board will be citing any home that does not comply with the above. Lawns should be kept well-maintained and should always conform to the above.

Speeding on Whipp/Baish/Hanrahan/Morrisett & Rusert Drive Reminder:

At the Board meeting held on August 28, 2023, the Board of Directors discussed concerns related to the speeding in the C & D section of the community. Due to the school year beginning, there is going to be a lot more activity outside with kids, children, parents, care takers and the members of the community in general, walking to buses, sometimes crossing the streets, as well as coming back in the evening from afternoon activities. We strongly encourage all members of the community to please adhere to the posted speed limit within the community. Also, keep in mind that due to kids/children being back in school, the roads are busier, and everyone needs to do their part by being respectful and obeying the law, so there is no cause for an accident.

Common Area Reminders:

As you are aware the East Stratford common areas are intended for the use and enjoyment of the residents. Recently, we have noticed many items being left to remain in common areas, unattended or not in use for extended periods of time. As a reminder, if you are utilizing the common areas, please be sure to remove all items you utilize promptly and clean up trash & debris as needed. Items left to remain in the common areas unattended will be removed and disposed of without notice. At this time, there are sports goals on the Rusert Dr. Island that are scheduled to be removed and disposed of on September 7th, 2023. If these belong to you, we encourage you to remove them prior to that date.

Attention All East Stratford Residents,

Recently management was made aware of what appeared to be, three (3) young teenage boys swimming in the East Stratford Residential Pond.

As the signage surrounding the pond indicates, these activities are not permitted. The signs & rules state – “No swimming, Ice Skating, Boating, etc. are prohibited”

These activities are a major safety concern for the community. The pond water is not filtered or sanitized and can pose major health risks, there is also expensive electrical equipment in the water, and there is no monitoring of the pond day-to-day if a drowning were to happen.

We would appreciate if everyone in the community would participate in reminding those in your household that this is not permitted, particularly, kids/children.

If these activities occur again, it will result in the police being called and charges being filed against the offenders.

Attention East Stratford Residential Residents,

Please be advised that when the school returns to session this year, beginning August 24, 2023, the pool hours will change as noted below:

Monday – Friday – 5 – 8:30 PM
Saturday & Sundays – 11:30 AM -7:30 PM

Also note that on September 1st & September 4th the pool hours will be – 11:30 AM-7:30 PM due to no school on Friday, September 1st & the Labor Day holiday on Monday, September 4th.

Attention East Stratford Residents,

We are pleased to announce that the East Stratford Residential Board of Directors has approved an erosion control project to help stabilize the area near the lake & the pool. The area is on the path by the bench directly behind the pool deck. The project will consist of the addition of a rock/boulder landing area. This work is scheduled to take place beginning July 13, 2023, and will have little to no impacts to the community.

Please see below some expected impacts from the contractor:

  • The project will take 4 to 5 business days to complete
  • Light dust from excavating to be expected
  • Machine noise can be expected periodically

We ask that you make all members of your household aware of this project and advise them to avoid this area during the project, specifically children.

Attention East Stratford Residents:

As you are aware, the East Stratford Association’s have engaged, TruGreen to complete a series of tick treatment sprays in the community. The second treatment will be done, weather permitting, on Friday, June 30, 2023. TruGreen will be posting signs 48 hours in advance of the treatment. Please be advised that after it rains, there will be a large outbreak of insect activity. 

Please take time to review the following Precautionary Statement regarding these treatments:

PRECAUTIONARY STATEMENTS:

Hazards to Humans (and Domestic Animals) CAUTION

Harmful if swallowed, inhaled or absorbed through skin. Avoid contact with skin, eyes or clothing. Avoid breathing spray mist. Wash thoroughly with soap and water after handling and before eating, drinking, chewing gum, or using tobacco. Remove contaminated clothing and wash before reuse. All pesticide handlers (mixers, loaders and applicators) must wear long-sleeved shirt and long pants, socks, shoes and chemical-resistant gloves. After the product is diluted in accordance with label directions for use, and/or when mixing and loading using a closed spray tank transfer system (such as U-Turn®), or an in-line injector system, shirt, pants, socks, shoes and waterproof gloves are sufficient. In addition, all pesticide handlers must wear a respiratory protection device1 when working in a non-ventilated space. All pesticide handlers must wear protective eyewear when working in non-ventilated space or when applying termiticide by rodding or sub-slab injection. Use one of the following NIOSH approved respirator with any R, P or HE filter or a NIOSH approved respirator with an organic vapor (OV) cartridge or canister with any R, P or HE prefilter.

Attention All East Stratford C&D Residents who have children that go to Frederick Douglass Elementary School:

As a reminder, the Asphalt & Concrete project will be completed on June 8, 2023, however it will impact the busses normal pick-up routes for Elementary school kids. No street parking will be permitted between the hours of 9 AM – 5 PM on Baish, Hanrahan, Morrissett & Whipp Drive.

Parents, please be aware that on Thursday, June 8, 2023, school buses that currently have bus stops on Whipp Dr. will be picking up at alternate locations (Hope Pkwy. & Whipp Dr.). The alternate stop locations will be communicated to the parent’s tomorrow June 6, 2023, from Frederick Douglass Elementary School, so everyone is aware that we will not be servicing any bus stops currently on Whipp Dr., allowing road work to continue without disruption.

Please be advised that the East Stratford C&D Board of Directors has contracted with Dominion Paving to conduct sidewalk concrete replacements, crack sealing/filling, parking space/pavement markings, & yellow curb painting throughout the townhome section and some of the single-family home section of the community. 

This work will affect a majority of the community and directly impacts townhome parking.

Please pay careful attention to the dates below and times impacting your section of the community.

Residents WILL BE REQUIRED to move their cars and remain off the specified streets during these times, in accordance with the below traffic / parking information.

If you require use of your cars on these dates, do not leave your vehicles parked in your driveways/garages, as you will not be able to exit driveways during certain phases of the project.

Miscellaneous areas throughout community as marked by Orange spray paint & No Parking Signage Beginning at 7 AM, Dominion Paving will be doing concrete replacements to sidewalks, curbs, etc. Several “NO PARKING” signs will be placed around the community in impacted area, 48 hours prior, stating “To stay 30 feet away from the orange “X’s” marked in orange spray paint.
Phase 2
Pressure Washing
Tuesday, May 30
No Impacts to parking – Recommended to avoid parking near any fire lanes/yellow curbs Dominion Paving will be pressure washing the yellow curbs in the community. No impact to traffic or parked cars, as long as no one is parked along the fire lanes.
Phase 3
Crack Seal/Fill
Thursday, June 1
Throughout community Beginning at 7 AM, Dominion Paving will start crack filling the streets. No impact to traffic & parked cars. The material dries very quickly, and the Dominion Paving Crew is mindful of blocking off and opening small areas as they move through the community. Recommended to not park on streets, but not a requirement.

On the days indicated NO STREET PARKING WILL BE PERMITED between the hours of 9 AM and 5 PM. Several “NO PARKING” signs will be placed around the community 48 hours prior to the project beginning. **If access to your vehicle is needed on these days assure you relocate the vehicles to an area where parking is permitted and DO NOT leave them in your driveway/garage.

**NOTE: Vehicles will need to be removed by the above times on your scheduled workday. ANY VEHICLE THAT IS NOT REMOVED BY THE SCHEDULED TIME LISTED ABOVE WILL BE REMOVED BY THE ASSOCIATION’S TOWING CONTRACTOR AT THE OWNER’S EXPENSE. SHOULD YOUR VEHICLE BE TOWED YOU WILL NEED TO CONTACT BATTLEFIELD TOWING AT 703-378-0059 TO RECOVER YOUR VEHICLE. THERE WILL BE A MINIMUM CHARGE OF $125.00/PER VEHICLE.

When parking on the single-family home streets, please be courteous to your neighbors and DO NOT block mailboxes, driveways, etc. You are also able to park in the clubhouse parking lot, overnight on ALL above dates noted without being towed.
